3. Pool equipment install date locked and executed
4. JE/Otis/ATT tie-in sequence locked
5. Final fire suppression head completion
6. Striping schedule locked (fire lane + parking)

## Execution Checklist
- [ ] Red blocker board created and active
- [ ] Written signoff tracker active (no verbal-only)
- [ ] Utility approvals path map complete
- [ ] Contract gaps closed (insulation/sheetrock/mechanical)
- [ ] Daily digest cadence active at 6:15 PM

## Cost/Shortfall Controls
- [ ] Overage watchlist started (>2.5% variance)
- [ ] 48-hour slip escalation protocol enforced
- [ ] Vendor dispute resolution tracker active

## Day-30 Exit Criteria
- [ ] Tier-1 blockers either closed or date-certain with signed commitments
- [ ] C/O critical path fully visible and owner-assigned
- [ ] Utility and civil dependencies unlocked
