## Cost/Shortfall Controls
- [ ] Final overage reconciliation completed
- [ ] Remaining shortfalls assigned to closeout owners
- [ ] Lessons learned documented into next-cycle controls

## Day-90 Exit Criteria
- [ ] Program close package delivered
- [ ] Overages/shortfalls either closed or formally dispositioned
- [ ] Expansion and operating model decisions are execution-ready
